KEYNOTE SPEAKER: NADA BAKOS

Nada Bakos, a Senior Fellow in the Program on National Security at the Foreign Policy Research Institute, is a highly-regarded national security expert with 20 years of in-depth knowledge base in global intelligence. She was a 2018 Templeton Fellow at FPRI. As a Central Intelligence Agency (CIA) analyst, she was a key member of the team charged with analyzing the relationship between Iraq, al-Qaeda and the 9/11 attacks. Subsequently, during the war in Iraq, Ms. Bakos was asked to serve as the Chief Targeting officer tracking one of the world’s most wanted terrorist, Abu Musab al-Zarqawi. In 2006, Zarqawi was killed in a targeted strike conducted by US military forces. She was recently featured in the Emmy-award winning HBO documentary, Manhunt, and is a frequent media commentator.

After leaving the CIA, Ms. Bakos worked in a key role with Starbucks Corporation Public Affairs and as a consultant to a variety of organizations.  Ms. Bakos has worked with C-level corporate executives, senior level government officials, and front-line-technical teams to help them understand the business or security-related context to deploying new processes and technologies.

Her book, The Targeter, was published by Little, Brown in June 2019.

Lynne Jensen Andres was appointed Chief of the Bureau of Security and Investigative Services on April 16, 2019 by Governor Gavin Newsom. Chief Andres has a breadth of experience working in Federal and State government. Prior to her appointment, Chief Andres served as a consultant for the California Speaker’s Office of Research and Floor Analysis and was the legislative director for multiple California State Assemblymembers and Senators from 2005 to 2017. She was a federal policy advisor for Governor Jennifer Granholm of Michigan from 2003 to 2004, and legislative director in the United States Congress from 1997 to 2003. Chief Andres holds a Juris Doctor (J.D.) degree from the Concord Law School, and a Bachelor of Arts in History from University of Hawaii at Manoa.

In addition to being quoted extensively in the media, he has now testified twice in front of Congressional Committees. Julie Schoen serves as the Deputy Director of the National Center on Elder Abuse, NCEA, a $6 million federally-funded initiative which focuses on information regarding policy, research, training, and resources related to the neglect and exploitation of older adults for policymakers, professionals, and the public. Julie has the ability to build and manage effective organizational relationships collaboratively and forge pragmatic solutions on readily changing and complex aging issues. Her experience working with diverse communities and across generations combined with her ability to work on multiple levels with a wide variety of constituencies is her passion and strength.

She is the lead on designing and deploying the Elder Abuse Guide for Law Enforcement (EAGLE) a project at the behest of the Department of Justice. She works with community partners to implement changes that cross medical, social, mental health and criminal justice systems. She is also certified as a Reframing Elder Abuse expert with the FrameWorks Institute that disseminates a new evidence-based communication strategy on the issue of elder abuse.
